Why in News?

  • Recently, Pradhan Mantri Awas Yojana (PMAY) Urban has celebrated seven years of successful implementation.
  • So far PMAY-U has sanctioned 122.69 lakh houses, with a total investment of Rs 8.31 Lakh Crore, out of which more than 1 crore houses have been grounded and about 61 lakh houses have been finished and delivered to the beneficiaries.

Pradhan Mantri Awas Yojana – Urban

  • The scheme was launched on 25th June 2015, with the intention to provide housing for all in urban areas by year 2022.
  • This scheme was implemented by Ministry of Housing and Urban Affairs.
  • Features- Itaddresses urban housing shortage among the Urban Poor including the Slum Dwellers by ensuring a pucca house to eligible urban poor.
  • The Mission comprise the entire urban area consisting of Statutory Towns, Notified Planning Areas, Special Area Development Authorities, Development Authorities, Industrial Development Authorities or any such authority under State legislation which is entrusted with the functions of urban planning & regulations.
  • All houses under PMAY (U) have basic amenities such as toilet, water supply, electricity and kitchen.
  • Divided into Four Verticals- In-situ Rehabilitation of existing slum dwellers using land as a resource through private participation, Credit-Linked Subsidy, Affordable Housing in Partnership, Beneficiary-led individual house construction/enhancement.
  • Demand-driven Approach-
  • PMAY-U adopts a demand-driven approach reinforcing the ethos of cooperative federalism, housing shortage is decided based on demand estimation by States/Union Territories (UTs).
  • The scheme is implemented as a Centrally Sponsored Scheme except the CLSS vertical of the PMAY-U which is being implemented as a Central Sector Scheme.
  • Central Sector Schemes are 100% funded by the Central government and implemented by the Central Government machinery.
  • Centrally Sponsored Scheme  a certain percentage of the funding is carried by the States and the implementation is by the State Governments.
  • Women Empowerment-
  • The Mission encourages Woman Empowerment by delivering the ownership of houses in the name of a female member or in joint names.
  • Preference is also given to women (with overriding preference to widows, single women), persons belonging to Scheduled Castes (SC)/Scheduled Tribes(ST)/Other Backward Classes(OBC), MinoritiesPersons with disabilities and Transgender.
  • Geotagging- Geotagging is a process of adding geographical identification to several media like photography.
  • Under the PMAY-U scheme guidelines, it is compulsory for the state government to ensure that all houses built under the scheme are geotagged to the Bhuvan HFA (housing for all) application.
  • Bhuvan is an Indian Geo Platform developed by the (ISRO) Indian Space Research Organisation. It is a web-based application which permits users to access several map related services.

Initiatives under PMAY-U-

  • Affordable Rental Housing Complexes (ARHCs)-
  • ARHC is a sub-scheme under PMAY-U.
  • This will give ease of living to urban migrants/ poor in the Industrial Sector and in non-formal urban economies to get access to dignified affordable rental housing close to their workplace.
  • Global Housing Technology Challenge- It purpose is to identify and mainstream a basket of innovative construction technologies from across the globe for the housing construction sector that are sustainable, eco-friendly and disaster-resilient.
  • CLSS Awas Portal (CLAP)- CLAP is a common platform where all stakeholders such as MoHUA, Central Nodal Agencies, Primary Lending Institutions, Beneficiaries and Citizens are integrated in a real-time environment.
  • The portal facilitates processing of applications as well as tracking of subsidy status by beneficiaries.
